The City of Adelaide is developing a new Cultural Policy aimed at promoting and strengthening the city’s unique cultural identity and opportunities. A Cultural Policy will provide the framework for future decisions in relation to culture.

The development of a Cultural Policy must have the community it serves at its core. Culture, just like the city, is about people, and so the Cultural Policy will be developed through stages of consultation and planning.

The project has two main stages:

  • Stage 1: Gathering insights and feedback from the community that will help shape the draft Cultural Policy.
  • Stage 2: Asking for feedback on the draft Cultural Policy, to check we've got it right!

The draft Cultural Policy outlines Council’s vision, principles, priorities and roles in shaping a culturally vibrant, socially inclusive and equitable city. Culture and creativity are critical to the City of Adelaide’s future prosperity, wellbeing and social cohesion, and the City of Adelaide is a custodian of this future.

How did we get here?

In Stage 1 we heard from over 1,117 community members, where we asked for feedback to strengthen, clarify or expand on the Themes and Priorities we shared in our discussion papers.

The feedback we received shaped the development of the draft Cultural Policy and helped us ensure the final policy reflects your vision and views for the cultural life of Adelaide through to 2036.

The City of Adelaide Strategic Plan 2024-2028 committed to the development of a Cultural Policy in that will be applicable to all areas of Council and its subsidiaries.

It is proposed that this Policy will operate over a ten-year timeframe and will be supported by strategies and action plans developed in alignment with the annual Business Plan and Budget process.

The Cultural Policy will reflect Council’s leadership role and responsibilities as the governing body for the Capital City of South Australia, and its commitments to sustainable development as part of Adelaide’s designation as a UNESCO Creative City and City of Music.

Essential to the success of the Cultural Policy is its alignment with Federal and State Government policy directions and fostering strategic partnerships with governments, the private and not-for-profit sectors, and community groups.

A commitment in the City of Adelaide’s 2024-2028 Strategic Plan is that our community will be vibrant, connected and inclusive. Council’s objective is to:

  • Support our community to thrive
  • Create fun, lively and interesting experiences
  • Celebrate and honour our community and cultures.

This Cultural Policy will assist Council to achieve its ambition for the City of Adelaide to be an interesting and engaging place to live, learn and visit, with an inclusive, equitable and welcoming community where people feel a sense of belonging.

The Cultural Policy will reinforce the City of Adelaide’s reputation as a creative city that values culture and enhances everyday life.

Why is Council developing a Cultural Policy for the City of Adelaide?

The City of Adelaide Strategic Plan 2024-2028 committed to the development of a Cultural Policy applicable to all areas of Council and its subsidiaries.

Through this Policy, the City of Adelaide aims to be Australia's cultural and creative capital by nurturing careers and sector growth and supporting talent retention, through partnerships and co-investment. By leveraging its UNESCO Creative City status, Adelaide showcases local talent globally, driving economic growth through its cultural sector.

The City of Adelaide is committed to preserving its cultural and natural heritage and embracing revitalisation and progress. We will honour the continuous cultures of Aboriginal and Torres Strait Islander Peoples and aim to strengthen awareness of Kaurna culture and connection to Country.

We will celebrate and strengthen our world-class architecture, cultural assets, collections, and Park Lands, ensuring Adelaide’s distinctive identity and history are preserved for future generations. The city will also support diverse cultural traditions, including national commemorations, festive events, and social practices that reflect and unite the community.

How is this Policy going to be applied?

The Cultural Policy 2025-2036 guides the City of Adelaide in establishing culture as a central pillar of urban and environmental planning, city growth, economic development, social cohesion, and community life. Our aim is to enhance Adelaide’s reputation as a global cultural capital and contribute to a creative, connected, safe, resilient, inclusive, and sustainable city.

The principles and priorities of the Cultural Policy will be reflected in and enabled by strategies, operations, budgets and work plans across the organisation, including subsidiaries of Council. This cohesive and considered approach represents an efficient, effective and economical use of public resources through annual business plans and budget processes.

Council will also:

  • Leverage networks, forums, and relationships at the national, state and local levels.
  • Partner with government, non-government organisations, the private sector and the community; and
  • Access expertise, attract resources, and sustain the city’s cultural and economic growth.

What is Culture?

The right to participate in the cultural life of the community is a fundamental and universal human right. Culture enriches our lives, fostering creativity, and celebrating our identity. It encompasses our way of life, values, traditions, and beliefs, as well as the arts, heritage, and creative industries. Culture is expressed through various forms such as art, architecture, festivals, food, language, literature, and music.

The City of Adelaide’s Cultural Policy defines culture as including:

  • The city’s arts, creative, and heritage sectors
  • The cultural practices of Aboriginal and Torres Strait Islander peoples
  • The diverse identities and experiences shaped by migration and history
  • Contemporary cultural practices that reflect contemporary Adelaide and its communities.

How does Culture contribute to our city?

A city's culture shapes its identity, fostering belonging through traditions, festivals, and landmarks. Cultural activities bring communities together, promoting connection and tolerance in shared spaces. Access to cultural venues enhances quality of life and wellbeing by providing leisure, learning opportunities, and social interaction. Cultural investments revitalise neighbourhoods and attract creative talent, driving innovation and economic growth. The cultural industries, including tourism and arts, significantly contribute to the economy by creating jobs and supporting local businesses.


Draft Cultural Policy Principles and Priorities

  • Principle: Amplifying our Creative Capital

    Priorities:

    • Amplify Adelaide’s UNESCO City of Music designation to showcase the city’s cultural life, talent, strengths and stories on the global stage.
    • Support cultural jobs and creative careers to position culture and creativity as key drivers of economic development, employment, imagination and innovation.
    • Celebrate Adelaide’s unique cultural identity and enable opportunities for international exchange and collaboration.
  • Principle: Creating Space for Cultural Expression:

    Priorities:

    • Embed creativity and culture into the everyday life of the city.
    • Expand the city’s cultural infrastructure, including activating under-utilised spaces, to enhance Adelaide’s appeal, foster community and create a sense of belonging.
    • Ensure that creativity, along with Adelaide’s unique arts, cultural experiences, and stories, is easily accessible, fuelling the city's vitality, day and night, and all year-round.
  • Principle: Reconciliation and Truth Telling

    Priorities:

    • Honour and strengthen awareness of Kaurna culture and connection to Country.
    • Celebrate Aboriginal and Torres Strait Islander peoples and culture in city design, public art, festivals, events, and public spaces.
    • Support Aboriginal and Torres Strait Islander-led cultural initiatives, including cultural revitalisation through language, storytelling, cultural burns, and other cultural and creative practices.
  • Principle: Preserving Cultural Heritage, Embracing Progress

    Priorities:

    • Protect and revitalise the city's cultural heritage including world-class architecture, iconic cultural venues, and collections, and preserving the Adelaide Park Lands, open spaces and natural environment.
    • Ensure people, culture and creativity are at the centre of planning, design and development decisions in the city.
    • Celebrate our local character, food, culture, customs, social practices and traditions, places and spaces.
  • Principle: Culturally Inclusive and Socially Connected

    Priorities:

    • Enable all people to contribute to and participate in the cultural life of the city.
    • Ensure that access to Adelaide’s culture is easy and affordable for everyone, with a focus on:
      • Young people
      • Older people
      • People living with disabilities
      • Culturally and linguistically diverse communities
      • Women; and
      • LGBTQIA+ communities.
    • Promote a cultural life in Adelaide that showcases the strength of our sector and the diversity of our communities.

Stage 1 Project Update

A key action in the City of Adelaide Strategic Plan 2024-2028 is to develop a Cultural Policy that promotes and supports the City’s unique cultural identity and opportunities.

At its meeting on Tuesday 8 October 2024 Council approved the City of Adelaide Cultural Policy Discussion Paper: Culture The Life of Our City for the purpose of public consultation.

Between 4 November 2024 and 5 March 2025, the City of Adelaide engaged with community members and industry stakeholders to strengthen, clarify or expand on the Themes and Priorities shared in the draft discussion paper, Culture: The Life of Our City.

Highlights of the consultation activities include:

  • 200 total attendees across the Live Music Forum and Culture:The Life of the City Forum.
  • 226 people spoken to at community drop-in sessions at City of Adelaide venues including Adelaide Town Hall, Adelaide Central Markets, ArtPod, Libraries and Community Centres.
  • 11 submissions and community meetings documented.
  • 5 advisory groups and subsidiaries engaged.
  • 675 community survey responses received.

Combined, this feedback will guide the development of Council’s inaugural Cultural Policy in 2025, so that it reflects the community’s vision and views for the cultural life of the city.

Through this engagement the community identified the following strengths that define Adelaide’s unique character and liveability which has informed the development of the draft Policy.

  • Outdoor experiences.
  • Nightlife and live music venues.
  • Built heritage and memorials.
  • Diversity of traditions and expressions.
  • Public art, sculptures, and murals.
  • Community connections and belonging.
  • Nature connected experiences.
  • Pedestrian friendly and city layout.
  • Central Market and food culture.
  • First Nations culture visibility in the life of the city.
  • Street level culture (food trucks, resident and neighbourhood activities, precinct events)

During this Stage 2 of community consultation, we are seeking feedback on our draft Cultural Policy, to confirm it provides an important framework for the City of Adelaide.
